National Exemption Service LLC (“NES,” “we,” “us,” or “our”) respects your privacy. This Privacy Policy explains what personal information we collect through submeter.com and related NES web properties (the “Site”), how we use and share it, how long we keep it, and the choices and rights you have. It applies to visitors to the Site, including prospective and current clients (property owners and managers) and residents who contact us.
This policy covers our online activities on the Site. Separate notices may apply to the NES resident billing portal and to information you provide offline.
1. Information we collect
We collect the following categories of personal information, using the categories described in the California Consumer Privacy Act (CCPA) as a common framework:
- Identifiers and contact data you give us through forms: name, email address, phone number, company or property name, and similar details (quote and contact requests, resident inquiries, newsletter signups).
- Professional or employment information: for job applicants, your work history, LinkedIn profile, and how you heard about NES.
- Commercial / property information: details you provide about a property, such as number of units and the service you are interested in.
- Internet and device activity collected automatically: IP address, browser and device type, pages viewed, referring/exit pages, date and time stamps, and similar analytics data, gathered through cookies and similar technologies (see our Cookie Policy).
- Inferences drawn from the above to understand interest in our services and improve the Site.
We do not intentionally collect sensitive personal information (such as government IDs, financial account numbers, precise geolocation, health, or biometric data) through this Site, and we ask that you not submit it through our forms. We do not knowingly collect information from children (see Section 9).
2. How we use your information
We use personal information to:
- respond to your quote, contact, or service requests and prepare proposals;
- provide, operate, and improve our services and the Site;
- communicate with you about your request, our services, and (where you have asked for them) updates and newsletters;
- evaluate job applications;
- maintain the security of the Site, prevent fraud, and comply with our legal obligations.
We process your information to take steps at your request, to pursue our legitimate business interests, and to meet legal requirements.
3. How we share your information
We do not sell your personal information for money. We share personal information only as described here:
- Service providers who perform functions on our behalf, for example, hosting, email delivery, customer-relationship management, and analytics. They receive only the information needed to perform their function and are not permitted to use it for their own purposes.
- Analytics providers. We use Google Analytics 4 to understand Site usage. Depending on configuration, the use of analytics and advertising cookies may be considered “sharing” or a “sale” of personal information under some state laws. You can exercise choices over this as described in Section 6.
- Legal and safety reasons: to comply with law, enforce our terms, or protect the rights, property, or safety of NES, our clients, or others.
- Business transfers: in connection with a merger, acquisition, or sale of assets, subject to this policy.
4. Cookies and tracking; Global Privacy Control
We use cookies and similar technologies for essential Site functionality and analytics. You can control cookies through your browser settings; see our Cookie Policy for details. Where required by law, we honor opt-out preference signals such as the Global Privacy Control (GPC) transmitted by your browser as a valid request to opt out of the sale or sharing of personal information for that browser.
5. How long we keep information
We keep personal information only as long as needed for the purpose it was collected, and as required for legitimate business or legal purposes. As general guidance:
- Quote, contact, and service inquiries: for the duration of our relationship and for a reasonable period afterward to support follow-up and recordkeeping.
- Job-applicant information: retained on file so we can consider you for current and future openings, then removed when no longer relevant.
- Newsletter data: until you unsubscribe, plus a short period to process the request.
- Automatically collected analytics data: for a limited period consistent with our analytics settings.
When information is no longer needed, we delete or de-identify it.
6. Your privacy rights and choices
Depending on where you live, you may have some or all of the following rights regarding your personal information:
- Know / access the personal information we hold about you and how we use and share it;
- Delete personal information we have collected from you;
- Correct inaccurate personal information;
- Data portability: receive a copy of your information in a portable format;
- Opt out of the sale or sharing of personal information and of targeted advertising;
- Limit the use of any sensitive personal information;
- Non-discrimination: we will not deny you service or charge you a different price for exercising these rights.
How to exercise your rights. You (or an authorized agent acting on your behalf) may submit a request using either of these methods:

We will verify your identity before responding and will respond within the time required by applicable law. Appeals: if we deny your request and the law in your state provides for an appeal, you may appeal by replying to our decision or contacting us at the email above; we will respond to your appeal as required by law.
You can also opt out of marketing emails at any time using the unsubscribe link in any such email.
7. “Do Not Sell or Share My Personal Information” / Your Privacy Choices
Some uses of analytics and advertising cookies may be treated as a “sale” or “sharing” of personal information under state law. To opt out, you may (a) enable a Global Privacy Control signal in your browser (which we honor automatically), or (b) contact us using the methods in Section 6 with the subject “Your Privacy Choices.”
8. California “Shine the Light”
California Civil Code § 1798.83 permits California residents to request information about disclosures of personal information to third parties for their direct marketing purposes. NES does not share personal information with third parties for their own direct marketing. To make a request, contact us using the methods in Section 6.
9. Children’s privacy
The Site is intended for businesses and adults. We do not knowingly collect personal information from children under 13 (or under 16 for purposes of “sale” or “sharing”). If you believe a child has provided information through the Site, contact us and we will delete it.
10. Job applicants
If you apply to NES, we use the information you submit to evaluate you for current and future roles, as described in Section 5. NES is an equal opportunity employer.
11. Security
We use reasonable administrative, technical, and physical safeguards designed to protect personal information. No method of transmission or storage is completely secure, so we cannot guarantee absolute security.
12. Third-party links
The Site may link to third-party websites and services (for example, payment or login portals) that we do not control. Their privacy practices are governed by their own policies, and we encourage you to review them.
13. Changes to this policy
We may update this Privacy Policy from time to time. We will post the updated version here and revise the “Last updated” date above. Material changes will be made prominent where appropriate.
14. Analytics, cookies, and session replay
With your consent, given through the cookie banner, submeter.com uses Google Analytics to measure how the site is used; its script does not load until you accept. The UserWay accessibility widget stores your display preferences and an anonymous widget identifier in your browser so the site meets accessibility standards for every visitor. You can reject or withdraw consent at any time through the Cookie settings link in the footer. We honor the Global Privacy Control browser signal as an opt-out. The Cookie Policy lists every cookie by name, purpose, and duration. These practices are current as of the date above and may change; we will update this notice and, where required, ask for consent again.
15. Rights under state privacy laws
Residents of states with comprehensive privacy laws, including California, Colorado, Connecticut, Delaware, Indiana, Iowa, Kentucky, Maryland, Minnesota, Montana, Nebraska, New Hampshire, New Jersey, Oregon, Rhode Island, Tennessee, Texas, Utah, and Virginia, may have the right to confirm whether we process their personal information, to access, correct, or delete it, to obtain a portable copy, and to opt out of the sale of personal information, targeted advertising, and profiling in furtherance of decisions with legal or similarly significant effects. We do not currently sell personal information or process it for targeted advertising. We extend the same request process to residents of every state: email resolutions@submeter.com or call (800) 488-1748. We will verify your identity, respond within the period the applicable law allows (generally 45 days), and will not discriminate against you for exercising a right. If we decline a request you may appeal by replying to our response, and we will explain the outcome in writing.
