Cookie Policy

This policy explains which cookies and similar technologies submeter.com uses, what they do, how long they last, and how you control them. It applies to submeter.com and its subdomains operated by National Exemption Service LLC (NES). It describes our practices as of the effective date and is subject to change; see section 9.
1. What cookies are
Cookies are small text files a website stores in your browser. Similar technologies include browser local storage and pixels. We use the word cookies for all of them below. Some are needed for the site to work; others are optional and are used only with your consent.
2. How consent works on this site
- On your first visit a banner offers two choices of equal weight: Reject and Accept. Nothing optional is set before you choose, and the site works fully either way.
- Closing or ignoring the banner is not consent. Optional cookies stay off.
- You can change your choice at any time with the Cookie settings link in the footer. Your choice is kept for 12 months, after which we ask again.
- If your browser sends a Global Privacy Control (GPC) signal, we treat it as a rejection and do not show the banner.
- Your consent record is stored in your browser's local storage (nes_consent), not in a cookie, and is never sent to us.
3. Strictly necessary cookies and storage
These are required for the site to work or are set only in response to an action you take. They cannot be switched off through the banner.

4. Optional analytics cookies (consent required)
Set only after you click Accept. They tell us which pages are used and where the site is slow. Google Analytics is the only optional tool in use as of the effective date; if we add another, this policy is updated and the banner asks again.

5. Third-party content
Videos are embedded from YouTube in privacy-enhanced mode (youtube-nocookie.com), which sets no cookies until you play a video. Playing one is subject to Google's privacy policy. Links to other sites, such as the resident payment portal, are governed by those sites' own policies.
6. Current practices
As of the effective date, we do not set advertising or retargeting cookies, and we do not sell personal information or share it for cross-context behavioral advertising as those terms are defined in the California Consumer Privacy Act. There is no cookie wall: every page can be read without accepting anything. If any of this changes, we will update this policy, add the notices and opt-out links the relevant state laws require (for example a Do Not Sell or Share My Personal Information link), and ask for your consent again where consent is required.
7. Your rights
Depending on where you live you may have the right to know what personal information we hold, to access, correct, or delete it, to obtain a copy, and to opt out of the sale of personal information, targeted advertising, and certain profiling. Comprehensive privacy laws are in force in about twenty states, including California, Colorado, Connecticut, Delaware, Indiana, Iowa, Kentucky, Maryland, Minnesota, Montana, Nebraska, New Hampshire, New Jersey, Oregon, Rhode Island, Tennessee, Texas, Utah, and Virginia, and we extend the same request process to residents of every state. Analytics can be rejected in the banner or by a browser opt-out signal. To make a request, email resolutions@submeter.com or call (800) 488-1748; we will verify the request and respond within the time the applicable law allows, and you may appeal a decision by replying to our response. 8. Browser opt-out signals
We honor the Global Privacy Control signal on every page as an opt-out of sale, sharing, and targeted advertising, and we treat it as a rejection of optional cookies. This satisfies the universal opt-out requirements in California, Colorado, Connecticut, Delaware, Maryland, Minnesota, Montana, Nebraska, New Hampshire, New Jersey, Oregon, and Texas, and we apply it the same way for visitors from every other state.
9. Changes to this policy
We may change this policy at any time, for example when we add or remove a cookie, change a vendor, or when the law changes. The effective date at the top shows the current version, and the previous version is available on request. Material changes to optional cookies reset stored consent, so the banner asks again. Continued use of the site after a change does not by itself count as consent to optional cookies.

- Do I have to accept cookies to use the site?
- No. Reject in the banner and the site works the same. Only Google Analytics is affected.
- How do I change my choice later?
- Use the Cookie settings link in the footer, or clear your browser's site data for submeter.com. Turning on Global Privacy Control in your browser also rejects analytics automatically.
- Which cookies are set before I choose?
- None that require consent. The language and theme preferences are stored only when you use those toggles, and the reCAPTCHA cookie loads only when you use a form.
