Yes. Plenty of GCs and developers purchase meters and equipment from NES and have their own plumbing trades install them. You get nonproprietary, standards-grade equipment with spec sheets ready for submittals. When the building leases up, NES can take on the reading and billing on that same equipment, but nothing locks the owner into it.
Ideally at design phase, before plumbing is specced. We can also engage at framing or rough-in stages. The earlier you engage, the lower the cost, and the more flexibility you have on meter placement.

Billing is configured during construction so it is live at Certificate of Occupancy. First move-ins get their accounts at lease signing, and the property recovers utility cost from the first month instead of phasing it in after stabilization.
